El proyecto COPNDB nació en 2008 con la intención de coordinar la ejecución del Programa de Recopilación de Datos Básicos de Pesca Comunitario (PNDB) en el Instituto Español de Oceanografía. Este Programa es de obligado cumplimiento (Reglamento [CE] Nº 199/2008 del Consejo), su corresponsal en España es la Secretaría General de Pesca del Ministerio de Agricultura, Alimentación y Medio Ambiente y está mayoritariamente financiado por la Comisión Europea. En el Instituto Español de Oceanografía el Programa aglutina casi la totalidad de los datos recogidos por el Área de Pesca. El objetivo del proyecto COPNDB es que la recopilación de datos del Programa que compete al Instituto Español de Oceanografía se realice de acuerdo a los reglamentos europeos correspondientes y a los estándares procedimentales y de calidad consensuados en los foros pertinentes bajo el auspicio de la Comisión Europea. Esto supone tanto la coordinación interna entre los cinco Programas del Área de Pesca del Instituto Español de Oceanografía (ICES, Mediterráneo, CECAF, Especies altamente migradoras y Pesquerías Lejanas), como con la propia Secretaría General de Pesca como con otros organismos implicados en la recopilación de datos del PNDB como son por ejemplo AZTI y el Instituto de Investigacións Mariñas del CSIC. Asimismo, desde el proyecto se pretende velar porque el Programa de respuesta a las necesidades de datos del Instituto Español de Oceanografía en materia de evaluación pesquera e investigación, así como que permita responder a los requerimientos de datos de la propia Comisión Europea y de las Organizaciones Regionales de Pesca. Para llevar a cabo estos objetivos es imprescindible el mantenimiento de bases de datos robustas y versátiles. Se espera que en 2016 se apruebe el nuevo marco reglamentario europeo de la recopilación de datos. Esta nueva regulación persigue cumplir las necesidades de la nueva Política Pesquera Común (Reglamento [UE] Nº 1380/2013 del Parlamento Europeo y del Consejo) y simplificar la recopilación de datos para disminuir la carga administrativa, tomar solo la información necesaria y evitar redundancias. Además, en el trienio 2016-2018 se implementará definitivamente la financiación del Programa a través del Fondo Europeo Marítimo y de Pesca (Reglamento [UE] Nº 508/2014 del Consejo). Todas estas acciones tienen como fin último la consecución, entre otros, de un buen estado ambiental (Directiva 2008/56/CE del Parlamento Europeo y del Consejo sobre estrategia marina).

- Abstract:

The COPNDB Project started in 2008 with the aim of coordinating the implementation of the EU Fishing Data Collection Programme (PNDB) on the Spanish Oceanography Institute. This Programme is mandatory (Council Regulation [EC] No 199/2008), mostly funded by the European Commission and its correspondent in Spain is the General Secretariat of Fisheries Ministry of Agriculture, Food and Environment. In the Spanish Oceanography Institute the Programme brought together almost all of the data traditionally collected by the Fisheries Area. The aim of the COPNDB project is that the Programme data collection that concerns the Spanish Oceanography Institute is conducted according to the European regulations and quality and procedural standards agreed in forums under the auspices of the European Commission. This implies both the internal coordination among the five programs (ICES, Mediterranean, CECAF, Highly migratory species and Long distant fisheries) of the Spanish Oceanography Institute Fisheries Area and with the General Secretariat of Fisheries itself and with other organizations involved in the PNDB data collection such as AZTI and the CSIC’s Marine Research Institute. Also, since the COPNDB project pursues that the Programme meets the Spanish Oceanography Institute data needs in fishing assessment and research, and answer European Commission and Regional Fisheries Organisations data requirements. To accomplish these objectives is essential to maintain robust and versatile databases. The new European data collection regulatory framework is expected to be approved in 2016. This new regulation aims to fulfil the needs of the new Common Fisheries Policy (Regulation [EU] No 1380/2013 of the European Parliament and of the Council) and simplifies data collection to reduce the administrative burden by taking only what is necessary and avoiding overlaps. Moreover, in the 2016-2018 triennium the Programme will become funded by the European Maritime and Fisheries Fund (EMFF) (Regulation [EU] No 508/2014 of the Council). All these actions are designed to achieve, among others, a good environmental status (Directive 2008/56/EC of the European Parliament and of the Council on marine strategy).
